Dear Paskin,

With reference to the Colonial Office letter
(62395/22) of the 30th ultimo regarding the transhipment
at Hong Kong of opium consigned to Formosa, Delevingne
ie inclined to think that it might be a satisfactory solution
of the problem if, in cases were application is made to re- export consignments from Hong Kong, in cases other than transhipment on through bills of lading, the Governor was asked not to grant permission until he has referred home for
instructions, and Delevingne wished me to enquire of you
whether an arrangement of this kind would commend itself to the Colonial Office and I should therefore be much obliged "
if you would let me know whether it is likely that any
objection would be raised to it.
